Con_id for PDB and CDB in oracle

Iam new to Oracle 12c , I need help on the below topic.

In our environment we have 3 databases db1, db2, db3 (named changed) . All these have the con_id =0 , Iam not able to understand this concept. Con_id=0 is container , how come an PDB (Db1, Db2,Db3) all have con_id =0. Is it possible to set con_id=0 for all the DB's. Any help is really appreciated.
