Where and what do I need to download to get KVM install on a desktop computer for the purpose of running a Cisco Firesource Management Console over top?

Ideally I would like KVM to run on a windows 10 computer.
KVM is built into Linux, it cannot be run directly on Windows., neither can ESXi
It is possible to use nested virtualisation on Hyper-V, and you could run ESXi or KVM in that method. Going through two levels of virtualisation will impact performance.
