UBNT and QoS Gen 2 Hardware

I'm getting ready to set up a network that will have at least 4 different VLANs on it. There's a voice network, production network, administrative network, and a network for guests. I'd like to give voice the top QoS, Production second, Staff 3rd, and the Guest network the bottom tier.

From what I can tell there's really only the ability to give a VLAN tagged as "voice" the top priority. There doesn't appear to be much else in the way of QoS, so all of the remaining networks lose priority.

Does the new hardware and controller give more QoS management here?

Does the hardware allow you to allocate a specific bandwidth to each VLAN?  If so, that may be a reasonable solution.
