In our Org. we are using Exchange 2013, some of the end-users using outlook 2019 & outlook 365 and configured Exchange mail account. if they connected to the local network no issue working fine when they try to connect from out of network (outlook anywhere) its keeps showing updating address book (Outlook 2019 Office 365 stuck while updating address book). and we not able to receive the emails as well, once you close and open the outlook emails receiving
Another thing that can be tested. While the user is still connected to the org. Remove the current outlook profile and let a new one rebuild. After all the email has pulled in, disconnect from the internal network and check to see if you still have the same issue.
