check the registry settings and verify if it isn't disabled because of AVG, if so enable it.

I’m running Windows 8.1
The registry settings are the same
Try to uninstall it from the registry.
1. HKEY_LOCAL_MACHINE > SOFTWARE > Microsoft > Windows > CurrentVersion > Uninstall
2. Search a string called UninstallsString corresponding to AVG
3. Open CMD and paste the string.
If you cannot find it, use Revo Uninstaller to remove AVG and its leftover files, folders and registry keys.
