It seems as though you are running the command via powershell.  Did you open powershell "Run as Administrator"?

that was the error part of the exchage setup log
Please remove the watermark entry from registry try uninstalling/Installing.
open regedit
go to HKLM\Software\Microsoft\ExchangeServer\15\
Delete the watermarks
https://practical365.com/exchange-server/exchange-server-error-an-incomplete-installation-was-detected/
I read the article and found the watermarks in the registry and deleted and re-run the setup
but still got the same error that appears on the screen.

Seems like you are not in an elevated command prompt. Please try the same from an elavated cmd.

we are working with Microsoft tech on this question and after begin connected to the server in question for a good few hours they concluded the original exchange software failed to install correctly and the only course of action is to wipe the server and reinstall so that is what we intend to do this week.
pppppbbbbbhhhhhttttt

you can do what you want.

but removing the high-water mark is the worst that you should ever need to do. as @mas suggested/said.
