Why all the IP addresses on my network?

I have been suspicious that I may have been hacked and someone has accessed my router even though I hardcoaded all the mac addresses of my pcs laptop TVs phones etc. But look at this list of IP's when I did an ARP /A or ARP -A in the command line. Should I be worried and what is all this? Does anyone know what I can check?Top section shows my list of home IP addresses bottom section not sure?
