However, you can enable Voice messaging.

In Skype chat - another user is saying they have a microphone icon that lets them record audio clips and put that into the chat. However there's no such icon feature on mine. I'm running Skype version 8.56.0.102 on Windows 10. <br />

Applications are usually developed in Java programming language using the Android software development kit (SDK), but other development environments are also available, including Delphi, Ruby and Visual Studio (using C++).
