wild guess, but did you by any chance spill liquid in the keyboard at some point in the past?

Its either this or a malfunction in the keyboard.
There is a slim chance that something is stuck under the keys and is continuously pressing a key and causing the system to hang.

try some general troubleshooting :
disconnect AC and battery - hold power button for 20 sec pressed - then reconnect and try again
if 2 ram sticks - test each one separately
disconnect all connected devices
try booting into safe mode : https://www.digitalcitizen.life/4-ways-boot-safe-mode-windows-10
Your help has saved me hundreds of hours of internet surfing.

ASKER
Hi Expert,

The owner mention she spray alcohol to wipe keyboard, now the laptop have different issue, the selection in startup menu will jump few times and stuck there, prior to it, it give a out a long loud sound before it stuck at Startup Menu. Could it be the keypad and motherboard issue?

Thanks!
