How to create an offline radio channel and stream audio to it

Hi,

My local church has asked for help to live stream their mass in this time of self-isolation.

We will be streaming the mass via Facebook Live to those with internet.

We have no solution yet for those without internet.

There are some older people who do not have internet but would listen to radio.

We are thinking of creating a radio channel (not internet radio) and having the mass streamed to it so that people with no internet can listen to the mass.

We would prefer if this is free to do but will consider the options.

How would you recommend we create an offline radio channel and stream audio such as from the live stream to the radio?
