Delete decommissioned computer accounts from Active Directory

I have several old servers and PCs that are still listed in my AD but were permanently replaced and shutdown.  I would like to delete the computer accounts from AD without powering on the old servers or PCs to have each remove itself from the domain.  Can this be accomplished using Active Directory Users and Computers UI to delete the computer accounts from AD?  This will "cleanup" AD completely?
