Dell Inspiron 530S won't bootup

Dell Inspiron 530S with Vista. Model DCSLF with Intel core 2. Western Digital hard drive. The system was given to us. All devices were powered (monitor and computer) and all devices operational (mouse and keyboard). The Dell had a yellow light and when pressed it turned green = power on. Then we got two beeps which never altered. It does not bootup. There is a yellow light on the motherboard that stays on when the system is turned off. It's near the DVD rom. Two beeps, a pause, two beeps, etc.  Ideas?

Our mistake, there appears to be no ram sticks in the system.
There you go! Like I mentioned, it's a Memory issue. :-)
