O365 migration from on-prem exchange 2010, re-add outlook user accounts

Is it normal to have to re-add outlook accounts to desktops/ cell phones after they are migrated (email) from Exchange 2010 on Prem to O365?

This is normal as the server which your Outlooks and Mobiles are changed. But If you have full hybrid configured you dont need to reconfigure.

These are additional tools/command.
Configure external DNS lookup.
Easy CSR creation.
This is for VD configuration.
Export your mailboxes to PST..
Configure VDs and autodscover
Get a statistics of your mailboxes.
Enable and disable outlook Anywhere
Move Mailbox database and logs to a different drive
