1. At the top of outlook click View>Reset View > if that doesn't work to to #2
2. Go to File>Opitons>Addins.  Disable any Addins that are not native to Outlook.  Close and open outlook -if not #3
3. Close all office applications.  Go to Control Panel>Programs and Features>Highlight your office>up to the top and click Change.  Repair office installation.   If you have the option to do an ONLINE REPAIR use that one instead.

This is not a bug, just an update with a new search bar position. I am afraid you cannot do anything about it.

I am not sure if this applies to you but you can try this:
In the top right corner of Outlook you should have the option for ‘Coming Soon’ with an On and Off slider, select ‘Off’ and restart Outlook, this will move the search bar back to its default location.

‘Coming Soon’ with an On and Off slider, select ‘Off’ is only available if your MS Office Insider / Monthly Fast release version (i.e. beta version).
