FabulaTech | Webcam Use in Amazon Workspace
We have users that use a virtual environment (Amazon Workspace) that does not support webcam use without the installation of Fabulatech (Webcam for remote desktop) to relay the webcam into the VDI.

Fabulatech is installed correctly and the webcam shows up in the system tray icon and works with the GoToMeeting application.
The problem is that the webcam does not work when using GoToMeeting in the browser.

You might have solved it already, as the question is open, I would like to suggest the below solution.
Here is what I found, similar to your issue:
A technological change made in Windows 10 Anniversary Update caused a problem where Webcam for Remote Desktop failed to work. To apply workaround, launch regedit and create a REG_DWORD values named EnableFrameServerMode with the value 0 in the following registry locations:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Media Foundation\Platform
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\Windows Media Foundation\Platform
