When it comes to using portable devices on a public wifi, what are the security issues that arise in such an environment? What is the best way to address such security issues? Also, it is more secure to use a personal hotspot OR dataplan from a cell phone?

if the personal portable devices are not well protected, they may be remotely accessed by someone the sam network, and the network traffic may be monitored by the other parties.
for personal devices and general rules, keep the devices and apps up to date, turn off or disable unnecessary sharing options such as Bluetooth, Airdrop, Airplay or something like that, and don't install apps from untrusted source and click unknown links.
