1. What is the best low-cost IT initiative that an enterprise can implement today?

This isn't a real question, unless you're going to leave the term "initiative" to the responder.  If so, the least expensive thing I can think of that's IT related might be buying a $3 USB thumbdrive at a gas station somewhere.

"What are the benefits of this initiative?"
I'd have a thumb drive cheap.

"What resources will be necessary to deploy this initiative?"
$3 and a gas station.

wow, extremely vague question and not really a question.  I mean what if they already have a thumb drive, why buy another.

While I cannot say low-cost, but MFA can have huge returns on investment.

I guess a thumb drive would be an initiative and very cheap.

looking for more opinions around improve communication, increase efficiency, or integrate new technology to spark creative problem solving.

what industry are we in as well?

Hard to gauge without a starting point.  For example, how do you communicate and disseminate information now.  Sharepoint might be a good start?
