Why right-click in File Explorer doesn't show context menu?

My laptop is Dell Latitude 5590.  I'm running Microsoft Windows 10 Pro.  

Previously, I could right click anywhere on the File Explorer and see context menu but now nothing happens when I right-click on Files, Folders, or empty space in File Explorer?  I have shutdown my computer but no difference.

Right-Click on outlook email messages doesn't bring up context menu either?

I uninstalled and re-installed TortoiseSVN but I still don't see context-menu upon right clicking.

Is there equivalent keyboard key sequence for seeing right-click menu?
