sending communication equipments to high altitudes

I am a young entrepreneur and would like to launch communication equipment (FSO) into low orbit (>70,000ft) to establish optical inter-satellite links to provide high-speed low latency connections. (like Google Loon project or Starlink, but at a much smaller pace).
The goal is to get the equipment as high as possible to increase the line-of-sight between the links. I am working on the communication part, however, I have no experience in sending things to high altitudes in an economical solution. I looked into air balloons, rockets, solar drones, but I am not an expert in the subject. I am willing to test new concepts or take ready-made solutions, so I would really appreciate any insight or ideas in the subject.
