User not alble to log on remotely

I am setting up a small Server 2019 based network. After creating a user, and joining a workstation to the Domain, when I try log on remote, I get a message that the user does not have remote access permissions.  I can log on as administrator remotely without any issues.
I seem to have to join the user to Domain admins in order to log on remotely
Is there another method other than having the user as a Domain admin?

You need to add the user to the Remote Desktop Users group on the server or wherever he wants to log in remotely.
No you don't have to
Just go to Remote access properties of the server and click on Select User and add users or group you want to have access to this server.

Also I believe if you'll go to User properties in Active Directory Users and Computers and go to Dial-In tab and select Allow Access, then user will automatically get access to server

I have done that, and it does not help.  In the local Security policy > user rights assignment > allow log on through Remote Desktop Services  I have added the user as well as the user group.  I still get the same results.  

The issue occurs when I am logged onto the server, and want to RDP to a workstation, but log on as the normal user of the work station.

Thanks.  Works now,  is different than server 2016 and 2012
