How can I do a hard reset of Apple IPad 4?

I have an IPad 4 and an IPhone 7.

For years, I have used the same apple id on both.
I created a new apple id this year (2020)
I deleted my old apple id, and apple sent me a message saying everything would be deleted after 30 days.

I was successful in entering my new Apple ID on my IPhone 7.

I was able to create a apple "store" id using my new apple id on the IPad 4.
However, the IPad 4 will not allow me to reset the device, or recover the device while "Find My IPad" is enabled.
In order to disable "Find My IPad", it asks for the password of the old Apple ID, which I do enter correctly.  But is followed by a a message:  Verification failed.
When I try to re-create my old apple id, a message is displayed that says "name is is not available".

I spoke with a Apple technician yesterday.  She said there is no way to recover/reset using the old Apple ID on the IPad4 because it was deleted.
She asked if I had a purchase receipt for the IPad.  I said no, it was given to me several years ago.

Right now, when I supply the passcode for the IPad 4, I am successful.  

I would like to totally erase the IPad 4, and start fresh.  But if I can't, at least I can use the IPad 4 for Zoom meetings.

Is there a solution to this dilemma?

In regard to "Can you sign on with your new Apple ID in Apps Store in your iPad 4?" I will try that when I get home after work  this evening.

The IPad was given to me about 7 years ago.  I have no receipt.
