XP and your system might not be bootable from a USB. you have to see, use a bootable windows XP install.<br />
See if you can get the system to boot from a USB usually, you have to envoke the boot manager, hitting escape in some system, others have F11, F10..<br />

Usually the USB external disk has to be pluged in before the power is switched on. to be detected as present.
