I have downloaded SQL2019 and received the following error:

All i was able to change was the Language Preferences (to Off) in the Sync your settings section.

What's the system locale settings?
What's the language of the installer?
Open Settings -> Time & Language -> Region and Language -> make sure that the language is on the top

I am a bit confused. What issue do you want to solve? The original post talked about an installation problem and now you cannot connect to the database. So did you install MSSQL successfully? The screenshot indicates that you did.

This error (Microsoft SQL Server.Error:4064) occurs when the database which is dropped is the default for a database user. When the user tries to login and their default database is dropped the error shows up.
Cannot open user default database. Login failed. Login failed for user  ‘UserName’. (Microsoft SQL Server, Error: 4064)
The way to resolve this is given here, summarized below.
The solution to log on is:
  1. From the Connect to Server dialog, click Options
  2. Change value of Connect to database: to any valid database on the server
The permanent solution to fix the server is to run SQL like:
ALTER LOGIN [test] WITH DEFAULT_DATABASE = master GO

It's starting to get hazy at this point since I've been working on it for a while (month?) I have two databases (let's call them Major and Minor) that were functioning properly. Minor began to get connection problems (password error) I had found that reinstalling SQL could resolve the problem, so I began that process, I created a restore point and uninstalled SQL, tried to install SQL and ran into some problem I don't recall, so I restored the restore point, I believe this is why we see SQL installed, then i started to reinstall SQL and experienced the i mnstall problems, contacted Experts Exchange and began asking my questions.  Does that help?

i now have my two databases in a recovery pending state. i've researched how to correct this but it wants me to enter sql commands but i don't know how to do this, SSMS restarts when i try to open a query window. Help!!!

it wants me to enter sql commands but i don't know how to do this, SSMS restarts when i try to open a query window
If you right-click on the database -> New query, what happens?

Can you reboot the device where these two databases are stored?

right click on database-> New Query, SSMS restarts
The laptop has been rebooted many times, shutdown overnight, no effect.
I copied a saved copy of one of the databases back into the working folder, no effect.

Before any changes, make sure you have valid backups. Now, you can use sqlcmd utility to run commands you need.

I'm still having a problem using sqlcmd at the command prompt, it doesn't recognize "alter"

try to execute the following

username> sqlcmd alter datbase "major" set emergency

and i get a alter is not recognized.

any thoughts?

The next step would be backing up databases and reinstalling SQL and SMSS.

This is what it looks like now.  This seemed like a positive step since prior to this I couldn't even connect the SQL instance.  I can detach the two pending db's and try and reattach, but I'm concerned with each step that I take that it may cause me to go backwards.  But if you say to do it, I will.  I've been considering buying a new laptop and starting from scratch, but I'd like to avoid that.  Let me know.

SMSS closes when I click on New Query in the toolbar or right click on the DB.

I uninstalled SSMS and reinstalled 18.5.1 and it still closes when I click on New Query, Does this thing not work?

I ran SSMS as Administrator and I have the DB in Emergency mode, but I seem to be stuck there.

I am not sure how to continue here. Maybe your databases are corrupted. You said you have a backup Can you attempt to restore the smaller database and use another computer to see if there is an issue with your SQL server or your databases?

Okay, info I didn't think was relevant, I have two instances of SQL, SQLExpress and SQLExpress01, I believe "01" is a 2019 version and the other is some prior version, if I could start the 2019 version I believe I may be solved, however it failed with missing files from the DATA folder, so i copied them in from the prior version folder, I did them one by one but ended up with a Error 945 in the end.

Any thoughts?

In this case, I would restore the database from backup.
