How do we determine our DHCP server is a Windows Server or a Cisco router from a Windows 10 PC?

Use this command to get the IP address of the DHCP server for your computer. If you are the administrator, you will know what device it is.
ipconfig /all | find /i "DHCP Server"

Those didn’t work from the command prompt, got a blank line

I checked the Windows DHCP server, & the static IP address of the client PC is not within the specified scope

Even the PC’s static IP address is NOT in the leased & reservation IP addresses
That's to be expected if the client machine has a static IP. You wouldn't want it in the DHCP range at all, in order to avoid conflicts.
