I checked the  org limit is set to maxrecipients per message : 500 in my exchange 2016 environment through get-transportconfig

I also checked default connector set to MaxRecipientsPerMessage   :5000”

an email was sent from internal exchange user to 900 users in same organization, we found the the sender( internal exchange user)  receipients limit =500

so does the individual limit should take precedence when sent from a mailbox , or can he still send 900 emails?
