Opening a Port on a Server 2008 R2

I am looking to open a port on a server. We have a Sonicwall NSA 2600 setup, and local instances of Windows Firewall are turned off by a group policy.
I have followed instructions to open a port through the Advanced settings on the Windows Firewall.
I have also followed instructions to open a port through the Sonicwall.

I am using telnet on a separate PC to attempt a connection to the server IP and new port. This PC is on the same network as the server. I am also using netstat to look to see if the new port shows as listening.
So far I have had no luck getting this port to open on the server. Does anyone have any ideas of what might be causing me to not get this port open?
