Troubleshooting Question

File server in windows 2016 environment not finding logon server

I built a new DC and turned off the original Virtual DC.  Then rebooted the file server and when trying to connect to network drives I get the message "no logon server available"
When I run %logonserver% the file server is still looking for the original DC.

What would cause this?

The file server has the correct DNS setting to the new DC.

I'll start with the DNS pointing to old sever, which is on.   I'll reboot and transfer FSMO roles

When I tried to register Schmmgmt.dll that it was loaded but the call to DllRegisterServer failed with error code 0x80040201.
The Operations Master and Domain Naming Master roles transferred successfully.

1st of all you need to address below errors

Best possible fix for you:

Then check if your issue is resolved - check dcdiag /v if DC started advertising and initialized as GC
Then you may need to use DFSR Sysvol non-authoritative restore if Sysvol and netlogon shares are not available on new DC - https://www.experts-exchange.com/articles/17360/Active-Directory-DFSR-Sysvol-Authoritative-and-Non-Authoritative-Restore-Sequence.html

If above not worked:
Point old DC to itself - own IP and restart netlogon and dns server service - if already then just restart both services
Then Run dcdiag /v on old DC from elevated prompt and check the results - post here
If old DC is working fine, just demote new DC and do metadata clean-up - https://docs.microsoft.com/en-us/windows-server/identity/ad-ds/deploy/ad-ds-metadata-cleanup

Then add new member server and point it to old DC for name resolution in network card properties and join it to domain
Then try promote it as DC and check if its successful

If still not, hire some AD guy to resolve your issue

I changed the DNS settings on the original DC to point to itself.
I reset the password
The article you suggested is for DFSR.  Both servers are using DFS.
I restarted DNS and Netlogon
None of this fixed it.  
I ran the DCdiag /v 3 times and for some unknown reason, I cannot get to the begging of the results to copy them.   I've never experienced this before.   Below are what results I could get.
What if I move all the roles back to the original DC, then demote the new DC and start over?

Then attempt non authoritative restore on new DC

Still not replicating.   I checked the sysvol/sysvol/polices folder on both and they do not match.  I ran Net share and I checked the registry entry in the article.  It was set to 1.

See below.   But when I check the polices folder they do not match.  However, I created a file on both servers in sysvol/domain and it replicated.    

Shouldn't the policies be the same?    One DC is 2012 R2 and the other is 2016

The DFS Replication service successfully established an inbound connection with partner DC2016NU for replication group Domain System Volume.

if you read the article carefully, before attempting authoritative restore of old DC, you must stop dfsr service and change dfsr attribute on other DC to false
Then attempt authoritative restore on old DC
Then attempt non-authoritative restore on new DC
I believe this step is missed, you can attempt correct sequence again

Note that whenever you attempt auth restore, other all DCs must stop replication beforehand and later undergo non auth restore

I did all of that step by step. Twice based on the information I provided that the files are on both servers does that mean it's replicating? Also my other question is should the policies be the same
