GACUTIL is not recognized as an internal or external command

First, a bit of a fish out of water on this one. Any assistance would be appreciated.

I entered the following command:
gacutil /i MyTest.dll

Received the following response:
'gacutil' is not recognized as an internal or external command, operable program or batch file.

Does this mean the particular command isn't available due to some missing executable?

do you have visual studio or windows sdk installed?
if so, the location might not be in your path

ASKER

I have Visual Studio installed
I tried the command via the VS Developer Command Prompt and it indicated I needed to do it with Administrator rights. So I, Run - cmd - CTRL+SHIFT+ENTER to open the Command Prompt as Administrator. This is where I received the above error message.
GRRRRRRRR

Got it to work. Your Visual Studio question made me think I should open Visual Studio as the Administrator.
