Where is my built-in Windows Anti-Virus?

I know I used to have a Windows 7 anti-virus built into the OS.  But I'm getting this message saying I don't have any!
How do I turn on the Windows 7 anti-virus?

Do not ever use Defender on Windows 7 as antivirus because it isn't! Windows 7 Defender is not the same as Windows 10 Defender.

If you are concerned about security, first upgrade to Windows 10. This should be your first step. Then other actions like installing the antivirus solution will make sense.
i have always used a free version of panda : https://www.pandasecurity.com/en/homeusers/free-antivirus/ 
that i have found to work well for stand alone, home users
