Access denied when assigning device pool to PRI vwic.

I am setting up an MGCP gateway on my 2911 router. I have a 4 port vwic card installed. When i try to configure one of the ports i am getting access denied. The attempted action was a violation of security protocols. This only happens when i try to assign a device pool. This is the only gateway i currently have since this is for a home lab. I will post info below.

Well im just using MGCP because im going through the Cisco Voice Lab workbook.

Ok, ill just skip the MGCP section
MGCP isn't used too much lately since CUBE has to be H.323 or SIP. While MGCP is necessary to learn, I encounter it in systems that I support, but I didn't design. But I haven't designed a system using MGCP in over 12 years. I find a lot of the time I can do a lot more with H.323 or SIP. If you use MGCP it is only necessary to configure dial-peers on the voice gateways if you are also using SRST. SIP and H.323 require dial-peers with or without SRST. Dial-peers are very important to learn especially since CUBE uses two sets of them, one facing the provider the other facing the Call Manager.
SCCP Gateways are also nice to learn since they can be used with analog gateways like the VG-350 and FXS on smaller gateways.
