how to open outlook dat file

 a user received some files with as dat.. the icon was shown as originally to be word format. likely the sender save an image of the identity card in the word file and when user recipient received it, is shown as dat. unable to open it using notepad as the contents in the original file is not text, likely to be an image.is there any program that can convert the dat extension back to word or pdf ?

Not necessarily. The icon might show just the default file association of the system.

a user received some files with as dat. 
If you are sure it was .docx file, rename the .dat to .docx and try to open it. Otherwise, ask the sender to send it again in proper file format.

renaming the files to .doc, .docx or .pdf gives error the renaming doesn't work in this scenario.

Then ask the sender why he sent it in this format (maybe there is a reason for this) and ask him to send it again in proper file format.  

.DAT file usually contains binary or text data that might be related to software. Were there any instructions on what to do with these files in the email the user received?

Generally, a file does not arrive as a .DAT by any fault of the sender. It has to do with the encoding of the attachment. As Jackie said, there are apps that might help. Asking the sender to resend probably won't help, unless they can try a different file format.
