Windows 8.1 start menu

I haven’t used Windows 8.1 much at all because the menu rearrangement in Windows 8 was awful; at least to me.
I’m replacing a hard drive in a laptop, and this person wants me to put Windows 8.1 back on the laptop, which I have.
However, it’s tough to say if this is how Windows 8 is supposed to act or not with the new start menu; wouldn’t think so.
When I first install Windows 8.1, Windows boots up to the screen shot in picture A, and I believe Windows 8.1 is supposed to boot up each time as the screen shows in A.
However, after I install all the Windows 8.1 updates, restart the laptop, and Windows 8.1 comes back straight to the desktop as shown in picture B.
I do believe Windows 8.1 should still come up like A all the time, and I am sure that’s what this user wants.
Is there a way to change Windows 8.1 to start back like A and not B? Wonder how this got changed?
