Configuring a Windows OS computer to automatically connect to an iphone hotspot

Many times even when I turn on the hotspot on an applie iphone 8+ I do not see the network available on a Windows list of available wifi networks.
And even when I connect the iphone directly via USB it does not automatically connect to the attached iphone's internet.

Is there a setting or a script I can run in order to force the network connection to connect to the iphone's personal hotspot?
The name of the network is "IPHS"

1)
I would like a script to force a wireless connection to this hotspot when triggered.
and perhaps if possible, 
2)
A second script to connect to the wired USB connection to the iphone when its' connected so that it can connect to it's internet
