Troubleshooting Question

Recycle bin keeps displaying "Working on it Message" after emptying.

Everytime I try to empty the recycle bin I keep on getting a message that says"Working on it" even though the recycle bin is empty completely. I wait 5 minutes and still does not go away until I click F5 "REFRESH" then it says Empty and the message goes away. Why is this heppening and how can it be fixed?

Hi Basem,

I've encountered that message myself a few times over the years and though possible, it does not necessarily mean that your operating system is corrupt. I've found it can often relate to other software that is active on the machine, including, but not limited to, Anti Virus, Anti Malware, Anti Ransomware applications, registry monitoring packages and so on.

The cause is rarely the same from machine to machine. Note that even though (say your AV just as an example) had never caused the problem before, some recent updates/upgrades to it may have added elements that are now active, yet were not present or active before.

The message is not harmful and should cause no ill effect to the operation of Windows, however, if you want to rid yourself of it, the first step in troubleshooting it would be to examine what software you have installed, as well as what each package does, and then turn off (or uninstall) the troublesome component. This can take some time and experimentation to track down, so you may want to weigh up the benefits vs time taken to rid yourself of it.

That said, if you do decide that you want to troubleshoot, and would like assistance in finding possible causes of the message, you'll need to list all of your installed applications for us. Don't worry - this part is not as difficult or time-consuming as it sounds.

Just for fun, I'll show you one way of doing it below which negates the need to install or use any third-party software to create such a list.

1.   Open an Administrator Command Prompt (run as administrator), type wmic and hit enter.
2.   Now type /output:C:\Users\YOUR_USER_PROFILE\Documents\BasemProgs.txt product get name,version and hit enter



Important: Wait until the wmic:root\cli prompt returns. Be patient, it can take a few minutes to complete.

3.   You can now close the Administrator Command Prompt - you're done with that.

The above will create a TXT file named "BasemProgs.txt" of all of your installed programs (and their versions) that will be saved to your Documents folder.

You can both examine and upload the contents of the created BasemProgs.txt file to your next comment.

What you said makes me feel better in a sense that I am not the only person experiencing this issue. It's just that I always like to know why is something behaving strangely if all possible. Since it says recycle bin is empty yet it says working on it and I wait for ~ 5 minutes and nothing happens , and it only goes away the message that is only when I refresh and I had seen the same behaviour once exhibited when I deleted all items in a folder. I will do what you suggested so that I can learn something new from you and I will post the results here.

What you said makes me feel better in a sense that I am not the only person experiencing this issue. 

It's definitely not just you. I've seen it several times over the years.

I've even experienced it on my own machine once as well in fact (back in Windows XP days) and felt the same way you do. Though not harmful, I was determined to find out why! :) In my own case, it turned out to be Ccleaner being active and monitoring registry changes. Turning that off stopped the message immediately. On other machines I've troubleshot, it was related to the AV they were running or some other software package.

The only negative about ridding yourself of it is that it can often take many trial and error attempts to figure out what software package is causing it.

You need to change "YOUR_USER_PROFILE" to your actual user profile name configured on your machine.

You also forgot to use the forward slash / before the word output.

The commands must be typed "exactly " as shown, with the exception of changing YOUR_USER_PROFILE to reflect your actual user profile name, or it will not work.

It has to work. Open a normal command prompt, take a snapshot of it and post the snapshot it in your next comment so that I can see exactly what your user profile name is.

I'll then write the command for you in exactly the way you need to enter it and you can just copy and paste it into the administrator command window. I can see yet another error in the example you just posted. There is no space between the words product and get - you typed productget - not product get

Again, the command must be typed EXACTLY as shown or it will not work. A missing space (or an extra space) will cause it to fail, as will leaving out anything like a forward slash etc.

You have a space in your profile name which is causing the command to fail. That's a common problem when working in any command line interface.

To easily overcome that, use the following command:

That will save the BasemProgs.txt file to the root of the C:\ drive and eliminate the need to include your user profile name to save it to your Documents folder. You can then copy/open/use the BasemProgs.txt file from the root of your C: drive.

That is not an Administrative Command Prompt. I only wanted a snapshot of a normal command prompt to see your profile name, which I now know.

As per my last comment;

No worries Basem, go and eat. None of this is urgent so we can take our time.

In the meantime, I've looked through your list and there appear to be items missing that are not identifying themselves. Your security software for example.

Let's try a third-party solution instead to get a more complete list.

1.   Download and install a free copy of Belarc Advisor.

2.   After installation completes, you'll be prompted with the following;



3.   Tick "Remember this choice and don't ask me again." and then click the Yes button.

4.   Click I agree on the next prompt and Belarc will start scanning your PC for installed software and updates. (Do not skip any analysis steps, even though you can)

5. A comprehensive report of everything installed to your computer will be generated and opened in your Web Browser.

IMPORTANT: Never share the "entire report" output with anyone, as many of your license codes will also be contained and revealed in sections of the report.

The section we're interested in here is Software Versions and Usage. Click it as shown below;



6.   Highlight and copy everything from A-Z in the (Software Versions and Usage section only), and then paste it to your next comment. That section lists all software installed on your computer.

You may like to browse through the entire report to get a good overview of your entire computer for interest's sake. It can be quite educational and you can re-run Belarc using its icon on your desktop any time you like to generate a new and up to date report for yourself, so it's well worth leaving it installed. It's quite small and uses no Windows resources until it's manually run.

Once you have copied and pasted the "Software Usage and Versions" information into your next comment, you'll need to give me some time to examine the report after which I'll be able to give you some educated guesses on what to try turning off to begin the troubleshooting process. What I'll be looking for initially are software installations that I know have caused this message before. Can't remember them all offhand, but will know them if I see them.

Not that easy, unfortunately. Remember I told you that this is a troubleshooting exercise that will require a lot of tests to try and nail down the cause. That's why I said from the outset that...

"it can often take many trial and error attempts to figure out what software package is causing it"  

What may not cause the issue on one system, may cause the issue on yours, dependant on the combination of software installed and active.

Note: Before conducting each of the troubleshooting tests below, make sure there is something in your recycle bin to empty so you can test/troubleshoot at the completion of each one.

Suggested Tests (in the order that I would do them)

1.   Carbonite - This will be your backup software. Check the following:

- Is Carbonite set to "continuously" back up? If it is, temporarily pause Carbonite Backup and try emptying the recycle bin again once Carbonite backup has been paused. I don't use Carbonite myself, but this page may help you.

2.   Webroot - SecureAnywhere - Temporarily disable all of Webroot's protection and test the empty recycle bin action again.
(Don't forget to re-enable protection immediately after testing!) - I don't use Webroot myself, but this page may help.

3.   Malwarebytes - Temporarily turn off all protection in Malwarebytes and empty the recycle bin again to rule that out as a cause on "your" installation. Enable or disable Real-Time Protection in Malwarebytes.

4.   Microsoft - Antimalware Service Executable - Is this active as well as your other AV? If so, disable it. You can check by following the instructions on this page. Look under the Can I disable it? heading.

5.   madshi.net - madHcCtrl - This is a codec pack and shouldn't cause the problem, but I'm unsure. To rule it out, just end task on it from the Processes tab in Windows Task Manager and then try emptying the recycle bin again to eliminate it as the cause. Instructions for doing that can be found on this web page.

There is other software there that I'd also look at, as well as doing the tests without any browser windows (or any other programs) being open or running, but I'd start with the above 5 first.

Also, if none of the above is causing the issue, I would also suggest trying a Clean Boot of Windows 10. Detailed instructions on how to clean boot Windows 10 can be found on this page. Do a clean boot and check to see if the problem still occurs once booted into a clean boot environment. If it doesn't, then it will have to do with one of your startup programs and/or services.

Hi Andrew,

1.Carbonite back up-Paused and emptied recycle bin-Problem still there. Items deleted 187

2. Webroots Secure Any Where-Paused and emptied recycle bin-Problem did NOT occur.Items deleted 10

3.Malwarebytes-Paused and emptied recycle bin-Problem is still there. Items deleted 23. Initially 6 items deleted then 17
remained until I clicked F5 Refresh then it said folder is empty.

4.Microsoft - Antimalware Service Executable-It was NOT listed under processes in Task Manager. Windows Defender periodic scanning was turned off.-Recycle bin had 42 items when I clicked delete there was 20 items still in it and they went away after I hit F5 REFRESH.

5. madshi.net - madHcCtrl-Also I was unable to find this in processes in Task Manager. The only place I found the madHcctrl.exe is inside K-Lite Codecs folder in Downloads. But Itwas not running anywhere on my PC.

I still need to do the Clean Boot of Windows 10. I will do that and I will let you know.

Interesting. I would have thought the more likely culprit would have been Carbonite.

I performed Clean Boot and randomly disabled Control screen Saver for my gPhotoShow Pro Version. Then I deleted 105 items, all got deleted at once and this folder is empty got displayed.
Another instance I deleted successfully 1260 items and got the message this folder is empty as well.
So does that mean I can not run my screen saver if I want the recycle bin to always completely delete the entire contents and display "This Folder is Empty"

Firstly, a good troubleshooting effort on your part. Well done. It appears to me that as a result of your tests, there are two pieces of software that are possibly responsible for the need to refresh your desktop after your Recycle Bin has been emptied. SecureAnywhere and gPhotoShow Pro.

However, what has confused me a bit is when you say;

To my knowledge, that is not a standard Windows response after emptying the recycle bin and I've never seen a message like that pop up after a recycle bin has been emptied. From the quick research I've done, it seems it could actually be an error that usually relates to USB plugged in drives or flash drives and can indicate a corruption of the external drive that may need to be fixed, or the result of the USB port being used.

Are you emptying your recycle bin by right-clicking over it and selecting "Empty Recycle Bin" or are you doing it in Windows File Explorer somehow?

Can you take a snapshot of that "This folder is empty" popup or message so that I can see what you are seeing?

Hi Andrew,

I wanted to give you some update on my recycle bin  issue. I thought I had found the culprit but I am might have been a bit too hasty to make a judgement call. I emptied 406 items from the recycle bin inside File Explorer. I open the recycle bin icon and I click on the empty recycle bin option on the far left hand side of the menu bar on top. Nothing got deleted till I refreshed the page then it said this folder is empty. When I did the emptying there was a flash drive in the usb port plugged in . I removed it after I read your reply and emptied the recycle bin with 141 items inside the same thing happened , they still remained in recycle bin until I clicked F5. Then they went away.

So just to confirm, you're seeing that message "This folder is empty" inside Windows File Explorer correct? It is "not" a popup after emptying?

That message should only be a concern to you if the recycle bin is not showing as empty on its desktop icon, but file explorer can not see the files that are still in the bin.

Please try to focus on one issue at a time. I'm only concentrating on the original problem or this can become very confusing. Resolving the original question may well take care of the other.

The issue was that you were getting a "Working on it" message until you refreshed (F5) your desktop when emptying the recycle bin by right-clicking the recycle bin icon. Correct? Can you confirm if that is 'still' happening?

I am sorry but you are not correct in the sense that you are saying that " I am right clicking the recycle bin from the desktop". On the other hand what I stated in my original post unless it got misconstrued is that when I open the recycle bin and empty it by clicking on the empty recycle bin box on the top left hand side of the menu bar then I get a message working on it when infact it is empty or at times it empties certain amount and leaves some items in there until I click refresh then it says this folder is empty , I hope this clears things up.

Ah ok, that screenshot helps a lot and yes, it clears up some confusion and there may well be corruption that needs correcting on another drive.

In that case, I'd suggest running the chkdsk command on all drives in your machine - not just the C: drive.

Please post a screenshot of the following:

Press your Windows key and type Computer Management and press your enter key.

Take a snapshot of the Disk Management section once it has populated. It will look similar to the snapshot below.

I want to rule out corruption on any of your connected drives before moving forward.

Note that these are read-only scans - no changes will be made and that's by intention. You can use your computer while the scans run.

Please open an "Administrator" enabled command prompt and enter the following commands, one after the other.

1)  chkdsk.exe C:

2)  chkdsk.exe D:

3)  chkdsk.exe K:

4)  chkdsk.exe L:

After each of the above scans have been run, check to confirm that you get a response that says:

Windows has scanned the file system and found no problems.
No further action is required.


...as per the example below.

Excellent - that's confirmed no file corruptions on the computer causing it, so now we're back to where we started - a result of software installed. So far, the likely culprit from testing is your Webroots SecureAnyWhere AV as the problem did not exist when that was disabled.

Give me some time to do some reading about Webroots and its capabilities and I'll get back to you.
