Cannot download  iPhone-Store apps due to Country Region

Hi Experts!

I've been struggling with this.  I want to download in my iPad HBO Go but get this message:

This happened before and I just create a new Apple ID locally to the region I am in but this happens:

I have Apple ID from different regions including where I am at but no success.

Any ideas experts?

When you signon with your Apple ID in Apple App Store, there will be a prompt of what country is associated with your Apple ID.

What do you see for the above?

There is no prompt.  I don't sign in.  I'm already sign in when login to iPad; Apple Store there is no sign-in.

Forgot to mention how the error occurs; I was given these 2 links HBO/FOX

When I click on them, I get the message.

1) Are you "in the U.S."?
2) What is your country region? Can you change it?

You may need to be in Latin America to access some content. A VPN can sometimes be used, although it will slow speeds down.

From US, but in a project in Central America from Nicaragua to Salvador (I have tried this in every area I had to visit).

I have created Apple-ID in this region and have mines from the US.  It seems that these links might be Latin America, but tried with my Latin America accounts created to same error.

So strange.  And the thing is I had it working before, like initial 2019.

What free VPN I can try in my iPad to see if it works?

When going to https://appleid.apple.com/manage/section/account , did notice the country was not set.

Just wanted to point out that the other part that fixed the problem was that the 'iTiues & App Stores' has to have the same Apple Id as the main apple id used to log on to cloud.  I had another US account in the store different from the clouds
