What is the difference between a usb port labeled "charging" and a standard port

I've noticed that HP shows USB ports on there all-in-one as "charging" does that mean the others ones are data only or that the labeled ports are better at charging?

I assume you are talking about a USB-C port. It means that you can charge your HP device via this port.

Some USB ports are labelled differently (I don't remember if it is "charging") when they are able to provide USB power even when the laptop is switched off.

It is a "Type-A" on the side of an HP EliteOne 1000 G1 AIO. The "Type-A" shows a lightning bolt on it and in the quickspecs it is labeled "USB 3.1 Gen 1 Type-A (charging) port". I was curious if it meant that it had a higher amperage than a standard port and would "fast charge".
