Company site is blocking one particular website

One of the sites that I take care of has an issue accessing a particular site. As far as I'm aware this started happening today and it's a site they frequently visit. They're in a domain environment with a server and use a sonicwall. Anyone ever run into this issue?

Chrome gives this error:

This site can’t be reached

WEBSITE took too long to respond.

So did you mean this website is published from another site..?

Did you reach this website via vpn?

Did you try to use public dns?

Would you please to explain your issue with more details and what steps of troubleshooting that you followed 
There is something need to be  checked first, is this website working fine locally from same site? If this working fine so you need to check firewall rules, nat configuration, dns..

This is a public website yes. It's reachable outside of the domain and organization.
A VPN will connect to the website.
I have two public DNS, comcast and google.
No computer on the site will connect to this website without the aid of a VPN.
This website is behind SonicWall firewall? Am I right?

Is there any antivirus, ips.. etc security feature configured on firewall related to this website?

Usually when I don't know the reason of blocking or slowness I try to disable security feature one by one then test.. If some feature was causing the problem then I go deeply to know why 
I have one site I manage that I can only reach thru a VPN because the web host has blocked my normal external IP for some reason.  It's been a year since that started.
