a) any combination will do, so 3xPC/2xmobiles will work, just as 5xPC or 5xmobiles would, as long as the total is 5

a) no, that's not MX, MX is one record used to correctly deliver emails, and is for MAIL EXCHANGERS, SMTP servers talking to each other. Mobile phones, connect and look up the autodiscovery data. TOTALLY DIFFERENT. Autodiscovery is done for domains FULLY hosted by MS. Since you mentioned PERSONAL MS 365, there's also NO AUTODISCOVERY.

Personally using Cisco all products since near 10 years before , they are all working at Home User at the network . And Microsoft 365 would not via a business 'Word Sound' to a participant. My isp would keep well at the enterprise and personal account(s) difference.

Office/Microsoft 365 / Enterprise or Personal, you ISP has nothing to do with that. Just like your ISP has no control over you fridge, nor of your washing machine. It's NOT RELATED TO ISP.
MX has also NOTHING to do with this. Who is in control of the MX record, complain there. Is the MX record a world wide problem (DNS registrar is responsible, or only with your ISP (your ISP should solve it)?
So you have problems activating your devices right now? Change password of your account, remove ALL 5 devices, and install again, with new account info.
