Acrobat DC "Taskbar"
I can't find anything referencing this quote unquote taskbar but that is how I would describe it. It's down towards the bottom of the document when you open the document and it has maybe five option's one of them being print. The furthest icon on the right is the Adobe logo and if you click it it will turn off that taskbar. I turned it off and need to turn it on but even finding the name of what it is is almost impossible. Can anyone give me the name of the taskbar and how to turn it back on?

Wrong end of the screen. Those keys control the menu bar at the top. This is more like a task bar at the bottom.
Okay, in my Reader I don't have anything at the bottom.

Is that in the application itself, or in the bottom of a browser page displaying a PDF link?

That in itself is a good question. I think one place it is a link and the other it is a .pdf On my computer I can load a pdf (not a link) and CTRL-H toggles this "toolbar" on and off. When I hit the printer icon I get the printer dialog. This lady does not.

Well, for the case where you are in your desktop just opening a PDF file in Acrobar Reader DC, then yes, CTRL-H toggles what's known as "Read Mode". You should also notice that a number of the toolbars along the top go away and are replaced with the small one at the bottom. Also the toolbar at the bottom is dynamically mouse activated, so if you move the mouse away from that area it will disappear after a couple of seconds. Then move the mouse back to that area and it should re-appear.
As far as in a web browser, that can vary from browser to browser, so if you are having trouble there I'd want to know what browser you are using.

This one is going to be brutal. If I get the document in to Reader it prints. It another program shells to reader it won't.
i.e. They have a program they use that displays a list of PDF files. All other can right click on the pdf and select "print" which will start the normal print dialogue. This one lady's does nothing. No print dialog but if I can directly open the same file with Reader it prints.

In the Reader, <F9> toggles the menu on and off, and <F8> toggles the toolbar on and off, you could try those...
