PC's ProjectWise client can't connect to Bentley on Tcp5800 after reboot

We have installed on a dozen PCs the ProjectWise (PW) client
& followed their configurations & all works fine except one PC:
It worked last Mon but after rebooting, this PC can't connect to
the destination Bentley's (IP 104.215.191.15, url is
arup.sin.pw.bentley.com)

The PW support remote into this PC & found that all the required
configurations are still there after the PC rebooted & found the
root cause is this PC can't connect to arup.sin.pw.bentley.com
on Tcp5800 as shown in attached screen. This PC connects
fine on Tcp80 & Tcp443 to arup.sin.pw.bentley.com though.

Doubt it's due to our network firewall because other PCs in
the same user VLAN (including our servers) could connect
to that arup URL on Tcp5800.

Windows Firewall is not enabled on this user's PCs.  What
tools/methods can I run to verify what's blocking this Tcp
5800 for this PC?  MS portqry at most can tell that it's
being filtered but it won't say if the Tcp port got filtered by
a network device or something (we need to identify which
component) in the PC.

How else to isolate this? See attached screen.
It's not a routing issue & the URL resolves as shown.

There's a Trendmicro AV running in this PC though but
how we can't just disable the AV (compliance issue) to
troubleshoot.
