Transfer files from old iPhone to new

This is one of those questions asked in passing and I don't normally work with iPhones, so maybe this is easy? 
User has an iPhone 4S with photos on it that she wants to transfer. She also has an iPhone 11 and and iPad 10(?). She has no computer. The old phone is tied to an old iCloud account with an email address she no longer has.
I've done this in the Android world with a connector cable that went between the two phones, and also an app (Mi Mover). I'm sure I can figure out what to do if I just know the recommended way to get started.

Can she still install any app in her old iPhone 4S?

Have you tried to connect the old iPhone to a computer?

As I said, no computer. I'm not sure the condition of this old iPhone as she seems reluctant to unplug it. She is remote unfortunately, so I can't go look at it myself.
Update: I just learned AirDrop is not natively support on the iPhone 4S.

There is technically a way to do this using AirDrop although it's a bit tedious, but would get around needing the iCloud accounts (She should create a new one on her new devices).

She needs to make sure he has airdrop open to "everyone" in settings (Settings > General > AirDrop > Everyone). On her 4S, have her go to photos and select all of them. There should be a way to select one and then drag her finger across all of them up/down to select all the photos instead of having to manually clicking them one at a time. There should be an icon with a box with an arrow coming out of it, click that, and then it should say "AirDrop". She can then click on her iPad / new iPhone to drop these photos to those devices. She'll need to click "Accept" on the new devices to allow the drop.

I don't know what iOS her old phone is on and with all the redesigns over the years it may be a slightly different process. The idea itself should still work.
Does the iPhone 4S even support an iOS that's new enough to have AirDrop?

Update to comment: Jackie Man is correct! iPhone 4S does not support AirDrop. Please disregard comment.

AirDrop was featured starting with iOS 7, the iPhone 4S last supported iOS was iOS 9.3.6. Here's to hoping she updated!

Good to know, thanks! That adapter could be a useful bit for the old IT toolbox in any case.
