Are you using UPM for the Start Menu? If you are, do you have the following settings configured:

Enable the Folders to mirror policy and then add the following folders to the list of folders to mirror:
Appdata\Local\Packages
Appdata\Local\Microsoft\Windows\Caches
!ctx_localappdata!\TileDataLayer

Enable the Files to synchronize policy and then add the following folder to the list of files to synchronize:
Appdata\Local\Microsoft\Windows\UsrClass.dat*


if the problem is just happening for one user, there is often no way to rectify this other than delete the user's profile. You can try deleting the Caches and TileDataLayer folders from the profile, but this does not usually work.

Also - have you applied any Citrix updates lately?

We had a similar problem on one CU a while back and had to roll it back.
