Need reminder app that syncs with Outlook calendar for my Android phone Note8
Does anyone know about anything that will "ding" me on my phone and syncs with my outlook calendar?

Your account on Outlook, should be from Office/Microsoft 365 (or an Outlook.com account may also work)
Then you can install the same account on your Samsung Note 8, and it will sync the Calendar

Any other LOCAL method, is just too cumbersome and not trustworthy.

Kimputer right now I own a domain and buy my email hosting from Rackspace.  Are you saying I O365 works better?

If your current subscription with Rackspace is for the Exchange server hosting (which is understandably slightly more costly than "normal" mail hosting), then it should already work as well (just get the correct server info from them).
I still haven't been able to figure out a way to make my calendar reminders come up and make sounds like on the reminder apps that I get from the play store
I pay about $10 a month for my exchange hosting yes you are correct it is more

do you think it's kind of strange that it's not possible to get the calendar entries to remind the owner?

You can try the "Nine" app, many of my clients love it for Exchange and Droids. 
Kimputer whoops, I should not have posted that.  Yes, there is a notification.  It's very weak, and there's no way to change the sound or length of time for the notification etc...
If you find the notification weak, install another app on top of it: https://play.google.com/store/apps/details?id=com.app.missednotificationsreminder&hl=en&gl=US
Assign the Calendar to this app and assign whatever reminder you want. So first, you only get the vibration of the original calendar notification (and it's displayed). Then have the other app do its own notification xx minutes after the fact.
Ok.... working on this now.  Are you guys saying that I need to use O365 or should I try on my Rackspace, too, or ???

As I said, Exchange should be sufficient, so just test it with your current Rackspace Exchange account.

I took a screenshot on my phone of the error but there's no way to upload a screenshot that I can see on this application.  but the error says my calendar is unable to set because there is no calendar folder under your account

- I DO have a full-blown Exchange calendar on this account
What's wrong with the native Exchange integration from Samsung itself? It's a tried and tested method, all the way from over a decade ago with my Samsung Galaxy S (yes, the very first version).
the sound is barely audible. You can't customize anything about the notification such as how many times it repeats or anything like that.  it's just completely unusable since there's no customization options

also apologies, however I have no idea how the missed notifications application is supposed to work.  nothing in the app settings jumps out at me as anything I need or can dovetail with any of my applications. it's not asking me any questions or allowing me to customize notifications
Just install it, and let it know you want extra notification for the Calendar. First your phone will fire the "normal" Calendar event (just the small sound and vibration), and a few minutes later the notification reminder app will pick it up with whatever you want (loud ringtone, heavy vibration etc).

Kimputer I dont see in there where I can change the sounds.  Also, do you know where or how I can add my Exchange calendar to Nine?  I dont see a way to do it.  ....yet....
That's why you need the native Samsung solution, it's been tried and tested. Calendar just works, always.
Furthermore, sound notification wasn't that hard to find, just enable Show Advanced Settings in the menu and then you can select whatever sound you like.
Right, nevertheless, the native function does not allow for any customization such as sound, recurrence, etc...
finally got the application nine to work with my email and calendar.  now just trying to figure out how to make a good reminder that will remind me not only once but maybe two or three times

Are you kidding me, I gave you that a while ago, a FEW times, WITH explanations.
Kimputer, those alerts are not customizable as far as sounds, volume, etc.... If Ive missed something, I certainly apologize.  It sounds like you've become quite upset with my thread here.....
You can almost never control volume, but you can certainly assign your own sound or ringtone to it, as I explained before.
Kimputer right now, it's vibrating like mad, but there's no sound.  I need to study why 
If there's no sound, test with a default system sound, or make sure there's no Do Not Disturb option active.
