Thank you MAS.  However, in this case this user is a standard user and I want to give him admin access ONLY for one server in the Domain.   I did grant him admin access from the server but how can I do it from Active Directory?.

You need to create a GPO and apply it to the server.
In the GPO setup the Restricted Group policy with list of user(s) for access to that server.

Add the user to the local administrators group on the specific server.

Agree with Kevin here. One server, one users. Just logon the server and use Computer Management to add the user to the local Administrators group. As long as it is not a DC, will work fine. No need for complex stuff for only one server and one user.
