Assign 2 different emails to 1 person in Microsoft 365
A user needs to have 2 separate email addresses.
Currently they are assigned 1 in Microsoft 365.
Is it possible to assign them another email ending with the same domain?
For example we want 'John' to have 2 emails.
john@thecompany.com
jj@thecompany.com
Is this possible in Microsoft 365 under 1 license for John?

Agree with Eric you can add alias and they can receive emails on both email addresses but they will have only one reply address by default.
It sounds like you're looking for email aliases.
Please see here for adding email aliases in Microsoft 365.

Thanks Eric, since I don't want an alias it looks like the only choice is to add another license.
If you don't want to use an alias, and don't want to add another license, you could convert one of them to a shared mailbox, and add "John" as a member of the shared mailbox. This will keep the mail seperate, and allow them to send as the shared mailbox, and shared mailboxes do not require an additional license.
