Connection Timeouts in XenApp 7.15

Hello.  We have rolled our users over from our previous XenApp 6.5/Windows 2008 R2 farm to our XenApp 7.15/Windows 2016 farm.  We are seeing in Director that we are having multiple users with Connection Timeout's listed as the failure in their connection.  This is the generic detail:
The client did not connect to the VDA after the VDA was prepared for session launch. The session was successfully brokered, but a time-out occurred while waiting for the client to connect to the VDA.  
Possible causes:            
  • Firewall settings, or 
  • network interruptions, or 
  • settings that prevent remote connections

We've also noticed at times a user has to select the published app 3 or 4 times for it to actually launch and when this occurs there is no error and no connection shows within the Receiver Connection Center and these don't necessarily register in Director.  Or believe are related to these errors which just say failure unknown.  With details:
A session has been reported as terminated from the VDA after the client has initially contacted the VDA but before it completed the connection sequence. 

Recommended Actions
- Verify if the session was not terminated by the user before launch.
- Try re-launching the session, if the problem persists, collect CDF logs and contact Citrix support.
