How to ensure mobile phones and tablets get connected to the same IP

Often employees mobile devices that connect to wifi - will connect to different IP's depending where they are in the company.
This creates Leases on the server which I fear may prevent desktops and other network devices to connect to an already low IP pool on Server 2012 R2.

I realize this is not an optimum way to manage this however would it be a good start to reserve those mobile devices in the IPV4 scope in DHCP??

Everything at this point needs to be done remotely so setting up different access points with a different subnet is not an option.

Any suggestions?
