How to disable TLS 1.0, force TLS 1.2 first but allow an option for TLS 1.1 with strong ciphers on Server 2012 R2

Having read multiple conflicting posts on Google, I need to understand if my settings and understanding of this problem are solved by my proposed registry setting.  

I want to force TLS 1.2 as the first protocol but permit a fallback option to use TLS 1.1 with a strong cipher suite for legacy apps.

 For the TLS client settings:
Q1:    Must I have an entry "Disabled by default" if "Enabled" is set to 0?  
My goal is to force TLS 1.2 as the first choice but still give the client the option to request 1.1 with strong ciphers.
Q2:   What is the difference between "DisabledByDefault" =1 and "Enabled" =0

2. For TLS server settings:

I would only have the "Enable" key option as it makes no sense to me to have a key called "DisabledByDefault" for a server?    Is that true?

3. Therefore, here is what I believe to be correct?  What have I missed?
