I have some puntuation questions using word.

Is this correct punctuation:

"I see two of them," One hooded man observed peering through the quiet darkness.

*should "One" be capitalized?

And how about this one:


"Are you coming to town?" she asked

* should "she" NOT be capitalized?

What if I wrote this:

"Looks like there are four people," she thought.
"Looks like there are four people," she said.

Do both of these have a comma after "people" and do they both have "she" NOT capitalized?

It boils down to one question (even if you asked more), and that's, NO capitalization necessary. All your examples are correct, except where you used "One".

"We're in need of supplies for what will be my longest voyage yet,” boasted Darius. “a trip to the Apex Mountains."

Is this right?

The comma goes outside the quoted text
"We're in need of supplies for what will be my longest voyage yet,” boasted Darius. “a trip to the Apex Mountains." 
"We're in need of supplies for what will be my longest voyage yet”, boasted Darius. “A trip to the Apex Mountains."

agreed.

except "A trip" vs "a trip" seems debatable since this is no sentence. i would not capitalize. not sure what is the correct form, though.

i would also think the comma after the quoted string is mandatory so the following would be wrong

"Are you coming to town?" she asked

likewise Mountains should be imho mountains : you only capitalize substantives in titles.
Apex Mountains could be a place/establishment with that name OR be a mountain range the Apex mountains.
Context matters.

"Are you coming to town?" she asked 
Should be
"Are you coming to town?", she asked.
