Overview/highlevel of starting with first Python project - from scratch

I'm a C# developer and want to start my first Python code. I actually have an existing code at work that I can clone.
I have WSL (Windows Subsystem for Linux). I have Ubuntu. I have VSCode.

Suppose I start from scratch to start a new Python project. I know how to do it in .Net/C#. How would I do it in Python?

1. Create an environment? this keeps everything with the project separate
2. Install pip?
3. Install Django?
4. Install all dependencies related to the project using environment.txt?
5. Learn Linux command lines?
6. What about the database?

I want an overview/high level of how Python developers start a new project in Python OR even how to setup an existing one like the one I have in Git at work.
